There was a prominent weak layer 26cm up from the ground. We were expecting stability tests to fail on this layer, but it turned out to be stubborn and instead the tests were failing on the ground. The bottom 26cm of snowpack was facets that had frozen together.

This weak layer was stubborn, but if the approaching storm brings a significant amount of water, it could overload this layer. I don't feel like this can be totally trusted yet.
